Research On Government Performance In Hekou District Of Dongying City From The Perspective Of Government Function Transformation

Streamlining administration,delegating power,combining decentralization,optimizing services,and further transforming government functions are not only important measures that affect the comprehensive and deepening reform of the "null nose",but also provide better performance for the grassroots level and help the modernization of the national governance system and governance capabilities.In order to analyze the performance of the grassroots government in the context of the transformation of government functions in my country,this article incorporates the transformation of government functions into the research framework of government performance evaluation,and systematically combs the transformation of government functions in Hekou District,Dongying City.Starting from the four aspects of development,society and people's livelihood,optimizing services,and ecological civilization,a performance evaluation index for the government of Hekou District of Dongying City including 20 indicators including the increase of residents' per capita disposable income,education fairness,public evaluation,and resource intensive and economical utilization has been constructed.System,and combined Delphi method and analytic hierarchy process to solve the evaluation index weight,clarifying the main factors affecting government performance.In addition,this paper uses the fuzzy comprehensive evaluation method to objectively evaluate the performance of the Hekou District government,and introduces the difference value algorithm to clarify the direction of optimization of the Hekou District government performance.The study found:(1)Mismatch between the transfer personnel's power and the tasks of the transfer,the relatively centralized administrative licensing rights need to be standardized,the coordination and linkage mechanism of administrative approval work is not smooth,the construction of the government service system is complicated,and the credit supervision system is not effectively applied is the government functiontransformation work of Hekou District The main problems and confusion faced.(2)Wetland construction,intensive use of resources,public evaluation,education equity,and government services and openness are important factors affecting government performance.(3)The overall performance of the Hekou District government is “good”,but there are still improvements in optimizing services and ecological civilization.
