This article is a combination of theory and application of normative research. Itis the study of the application of balanced scorecard project in military logisticsSocial security. By studying the social security status and developments in bothforeign military and domestic military, meanwhile bases on the basis of the classicaltheory of the Balanced Scorecard, the paper designs and improves BSC system anddimensions, measures and develops KPI indicators of each dimension andcorresponding weight in order to apply in the military logistics social security area.Combined with ith the case of a military region, the paper describes the projectmanagement methods in using BSC for performance evaluation and strategicmanagement by steps. In conclusion, the paper summarize the key critical successfactors and prospects for prediction in BSC implementation. This study not onlyfinishes the upholstery work for the field of management theory in the military area,but also provides a reference value for practitioners.The first chapter is an introduction, an overview of the background, currentresearch status, paper ideas and frameworks, and research contributions. The secondchapter is about the Balanced Scorecard literature review, outlines the areas of theWestern BSC theory and relevant domestic research literature, especially in themilitary field related literature. The third chapter is the BSC framework designspecially for the military logistics social security area, contains the strategy, thedimensions and corresponding indicator system, moreover, the indicators used AHPto give the corresponding weight. The fourth chapter is actual case of M MilitaryLogistics Group Social security’s Balanced Scorecard implementation project,including three brief methods and strategies management. The fifth chapter is theKSF proposals of the Balanced Scorecard project, including five critical successfactors and future forecasts by the harvest of the Balanced Scorecard systems.
