With the deepening of our country government function transformation,building a service-oriented government has become trend of today,thus,the quality and ability of our party and government organs at all levels of civil servants have higher requirements.And to establish an objective and comprehensive,just the civil servant's performance management system,promote the basic function's of the civil servant troop construction is particularly urgent.Although at present,the academia and the local governments at all levels are actively exploring the civil servant's performance management system innovation,but on the functions of the grass-roots civil servant performance appraisal index system of research and exploration is limited,in order to get rid of the incentive,evaluation index system of rough function failure,single performance management means,become a mere formality,and many other problems,need further breakthrough on theory and application.The balanced scorecard base on the organization's mission and strategy as a starting point,the organization development strategy into measurable goals,from financial,customer,internal management and learning and growth four aspects of organizational development goals,then insert the organizational goals to differentiate into the next level performance evaluation index system,then implement step by step to subordinate departments,until each and every one of the specific work.Since the balanced scorecard is born,it has always been the hot spot of the theoretical circle.Its theory comes from practice,and constantly perfected in practice and the development,from the initial performance measure tool development for subsequent strategic management tool,and in different types of organization to a wide range of application.To perform effectively,it makes the organization's strategic performance fully measure.Soon was first put forward the balanced scorecard theory is applied to public organization,especially the administrative organization,the administrative organization also actively introduce,scholars also is the theory discussed actively.Innovation point of this paper is verified in a district social security center branch of civil servants as the research object,the dialectical absorbed the principle of the balanced scorecard,and the main content of the balanced scorecard model to do some transformation and adjustment,and discusses the related performance appraisal index system,in order to enrich our country the basic functions of the civil servant performance appraisal index system research theory and application innovation.
