Origin is the most simple and objective legal concept of the product nationality. Todetermine the origin need to have a set of rules to be regulated and operated, which rules playan important role in international trade. These rules are so called Rules of Origin. With thedevelopment of global trade liberalization and facilitation, tariff-protection measures, as a toolof trade, with the increasing restrictions on the role of non-tariff barriers are becomingincreasingly prominent. Rules of origin is an important criterion to customs statistics, often asa tool for non-tariff barriers (NTBs) applied to the country treatment. Emerging pan-Pacificpartnership agreement with its special geographical location and beauty join Japan and othertrading nations, and its rules of origin on the development and use of China and the worldtrade will have a greater impact. It is noted that the agreement is still in process ofconsultation and negotiation in the member states, and the agreement itself is open to non-member countries, there will be new members so that the contents of the agreement will bechanged at any time, so the studying for the rules of origin provisions in the partnershipagreement is a bold new attempt.This paper is divided into six parts, the first part is a theoretical overview of the rules oforigin, including the basic concepts of the origin and rules of origin. The second part is anoverview of the TPP rules of origin, specifically through the interpretation of the provisions ofthe TPP agreement to summerize its contains the rules of origin. Third, fourth, fifth isanalyzed by the provisions of the rules of origin in NAFTA, the EU and China to participatein a regional trade agreement to conduct a comparative analysis of TPP rules of origin, whichfound the difference and try to analyze the generated reason for the difference. Part VI raisedsuperficial response to the possible impact of China’s international trade based on the TPPrules of origin.
