| At present,China has signed 16 free trade agreements with 24 countries or regions,of which the China-ASEAN Free Trade Area(CAFTA)is the largest free trade area with the largest number of contracting states,the largest population and the largest trade volume.In the first half of 2019,ASEAN replaced the United States as China’s second largest trading partner.According to statistics released by Chongqing Customs,from January to June 2019,ASEAN is also Chongqing’s second largest trading partner.With reference to work practice,this article studies the issuing management of China-ASEAN Free Trade Area preferential tariff certificate of origin(referred to as FORM E)in Chongqing.First,the theoretical study of the rules of origin of the free trade area and the applications,including important concepts of free trade area,rules of origin,and certificates of origin.The concepts are sorted out and analyzed,and the relevant public management theory is used to analyze and study the issuing management of certificate of origin.Secondly,the in-depth analysis of the problems and causes of the issuing management of FORM E in Chongqing,focusing on the two major problems: low certificate application rate and insufficient quality of the issue of certificate.It is concluded that there are seven reasons: the lack of propaganda of preferential policies of origin,insufficient attention by enterprises,insufficient convenience,insufficient incentives,insufficient professional staffing,insufficient training for certificates of origin,and insufficient informatization.Thirdly,based on the analysis of the cause of the problem,and applying relevant theoretical research results,combined with working practices,from the three levels of customs,local government,and enterprises,propose countermeasures to strengthen the issuing management of FORM E in Chongqing.This includes actively carrying out various forms of publicity,equipped with sufficient professional officer,innovating issuing mode and improving issuing efficiency,implementing assessment and incentives based on the enterprise credit management system,organizing training for enterprises to apply for certificates of origin,and providing facilities for implementing reform of the issuing.I hope to improve the issuing management of certificate of origin,promote the implementation of the "upgraded" FORM E,andhelp Chongqing export enterprises to make full use of the tariff preferences of free trade area,enhance product competitiveness,effectively expand exports,and promote the development of the export-oriented economy of Chongqing. |
