Bureaucracy——People say the word with some sort of contempt expression——It isconsidered as lazy, incompetent, even full of crisis and somehow go crooked ways.Peopleoften link bureaucracy to wasting and conservative ways of dealing with problems. When itcomes to bureaucracy or bureaucratic system,it seems to be full of hatred and Prejudice.Even though,bureaucratic system is not eradicated as a major problem in the field of PublicAdministration, but it can also become a target for all.This view seems to be associated withthe latest ideas which make the gear pleased with themselves.As a rational researcher,wemust not repeat word for word what others say and use seemingly glamorous theory to armourselves without thinking.I think, this is not our attitude towards our doing research.Along with the development of modern society and economy, science and technologymaking a spurt of progress, the rise of capitalism, the emergence of a large number of people,social governance structure has produced a major change. Bureaucracy or the theory ofbureaucracy is originated in the transition stage from the pre-industrial society to industrialsociety.Its theoretical origin is based on politics and administration dichotomy which putsmuch more emphasis on instrumental rationality.In the process of management,it is criticizedby novel theory for Ignoring the value rationality in administrative execution. But theabstracted bureaucrat or rational bureaucracy which is mainly based on the source always fitswith the value which a modern public administration always persist firmly. From this sense,we are not allowed to study the theory of bureaucracy simply,moreover,the role ofbureaucracy can not be replaced either by the traditional public administration or the newtheoretical paradigm of the modern public administration.When the traditional theory of politics and administration distinction is deconstructed,the criticism confronted with bureaucracy is also not single in current publicadministration.But,it cannot be delyed that there is one theory that constructs its theoreticalbasis on the basis of abandoning bureaucracy theory completely. At best, it is only thecorrection on modern society adaptability for rational bureaucracy. At the same time, abovetheory can become our reasons to reform bureaucracy.After being commissioned,the rationalbureaucracy theory will better serve in the modern public administration and better serve inthe process to Modernity. This article is to elucidate the function of bureaucracy in public administration and public policy,moreover to improve the support from the rationalbureaucracy in the execution of public policy.We are Trying to explain that bureaucracy willgreatly improve the efficiency of public administration and improve the policy executiveability when tool rationality and value rational are kept balanced.Meanwhile,this paper only concentrates on the general principles of publicadministration and public policy implement to deduce the path to improve bureaucracy andenhance public policy execution.Due to that China’s current administrative academia circlehas no consensus on weather the theory of bureaucracy can be used as a research tool to studythe general principle of government administrative system. So, here the author has also takena more cautious attitude. After all, China’s government management system has its owncharacteristics. The theory of bureaucracy is rooted in foreign countries, we mustn’t simplycopy it. I wish this paper will bring you some thoughts in this facet.It’s really a good fortunefor me.
