Disability is the reality of the existence of a social composition and social relations.Effective solution to the problems of persons with disabilities is the scale of human civilization and social progress.Disability policy is an effective way the government will use the national macro-control of social resources,to seek legal means to solve the problem of people with disabilities.The execution of the policy of strength with disabilities is "effectively solve the problems of persons with disabilities and promote their development," the key to this mind can achieve.In this paper,literature research,interviews and comparative analysis,in order to study the rehabilitation of persons with disabilities policy starting point.First,the analysis and synthesis of outstanding research achievements,the implementation of policies based on Smith's model,choose from the policy,implementation of the main target groups,resources for implementation and execution environment to analyze five dimensions Hubei Disabled Rehabilitation Policy Implementation status quo,including the performance gap between the enthusiasm and vision and reality between rehabilitation policy implementation.Then these five dimensions to analyze the causes of the problems of its rehabilitation policy execution,and finally learn advanced the cause of regional development rehabilitation of persons with disabilities at home and abroad on the basis of successful practices,and proposed five dimensions corresponding improvement measures: First,pay attention to the development and improvement of policies and regulations,refine the policy,precisely defined concepts,improve policy operability;the second is the implementation of a clear division of the main terms of reference,to strengthen the "research" a combination of talent echelon construction;third is the culture of disability people awareness of independent innovation,strengthen the publicity of knowledge and rehabilitation policy;Fourth guarantee adequate rehabilitation funding,the rational allocation of resources in rural and urban rehabilitation;five is to create a healthy "helping the disabled 'social environment to promote barrier-free" soft "and" hard "environment-way development.We hope to improve the execution of persons with disabilities through rehabilitation policy,promoting the development of the cause of rehabilitation of the disabled.
