The Present Situation And Countermeasure About E-government

The progress and achievements in construction of county level E-governments are directly related to the overall level of E-government’s development in China, to further transformation of local government functions and enhancement of government administrative efficiency, and to the implementation of the strategy for economic and social information in China. County-level E-government has some unique characteristics that are different from general E-government, as well as its special construction rule. Thus it is especially important to find a way to suit the development of local E-government.This paper describes the current and future situation of the local e-government’s construction through five sections.Section One describes the research background&significance, the current status, the content and the innovation. Section Two introduces the general theories of e-government, including e-government’s intension essence as well as the differences between e-government and traditional government. It also describes basic e-government’s related theories, including definition and traits of basic e-government, as well as the significance of constructing e-governments. In Section Three, the author takes an example of Tongcheng, a county with medium strong economy which is located in three provinces border region, and analyzes its e-government’s construction situation, including the background and current situation of construction and the exiting problems and reasons for them. Section Four comes up with measures to push forward information construction of Tongcheng, and puts forward some general advices in integrated planning, standard management, universal education, increasing investment, innovative approaches and improvement of the civil government employees’quality. Section Five summarizes the paper and looks into the future of the basic e-government, and points out that the efforts from local governments and development of science and technology will promote basic e-government’s development.
