Food safety information is not only the foundation of making food safety policy, lawsand regulations, but also the important basis for consumers to buy safety food. However, foodsafety information’s asymmetry and public goods nature make it existing the contradictionbetween supply and demand and poor circulation of food safety information, which caused byfood safety incidents. In order to relieve the contradiction between supply and demand offood safety information and offer sufficient information to consumers, perfect food safetyinformation management system is very important. Through the economic analysis, legalinterpretation and social perspective, this thesis, demonstrates the food safety informationmanagement theoretical basis, and points out the main problems of China’s food safetyinformation management system, then puts forward some suggestions to improvement bylearning from foreign advanced experience.The thesis consists of five parts:Part Ⅰdefines the important concepts, including food safety, food safety informationand food safety information management. The core concept is food safety informationmanagement referred to the government supervises and administrates the food safetyinformation.Part Ⅱexplains relevant theoretical foundations of food safety information management.This thesis from economics, law and sociology demonstrates the food safety informationmanagement theoretical basis. The economics foundations are information asymmetry theoryand public goods nature of food safety information. The law foundations are the consumer’sright to know and corporate social responsibility. The sociology foundation is the function ofsocial supervision of news media, consumer organizations and food industry association.Part Ⅲ introduces the participants of food safety information management. Thegovernment, food production operators and relevant social institutions are the three mainparticipants, and this thesis also introduces the obligation and advantages and disadvantagesof the three main participants in food safety information management. The government is themanagers and the vital participant of the food safety information management. Foodproduction operators are the direct owner of food safety information and responsible fordisclosing information. As the third party agencies, news media, consumer organizations and food industry association have unique advantages on acquiring food safety information, sothey should play their respective advantages to perform social supervision function.Part Ⅳanalyzes deficiencies of food safety information management in China. Thegovernment: information acquisition ability weak, release channel chaos and lack of feedback,information management lacks coordination between subjects and participants’ responsibilityshall not perfect. The food production operators: collective silence strategy confinesinformation acquisition, public content narrow and lacking of food safety information tracingsystem. Relevant social institutions: the news media, the consumer organizations and the foodindustry association’s problems.Part Ⅴputs forward the suggestions of improving food safety information managementof our country. According to deficiencies of food safety information management in ourcountry, the thesis uses the U.S, the EU and Japan and other countries’ experience, and putsforward improvement suggestions to the government, food production operators and relevantsocial institutions. The suggestions about the government: perfect supervision system, built upa unified and authoritative information release platform, perfect information feedback system,strengthen the coordinated supervision function of Food Safety Commission and clear theresponsibility of the relevant government departments. The suggestions about food productionoperators: break silence by incentive mechanism, perfect food label information and set upinformation tracing system. The suggestions about relevant social institutions: the news mediaestablishes and perfects the information transmission system and improves the professionalquality of employees, the consumer organizations clear positioning and deals withgovernment relations, the food industry association provides accurate information.
