Petition system has became an effective way to achieve right relief, represent people take positive attitude on participating in deliberation and administration of state affairs, it is the citizens to express their demands and put forward opinions and suggestions of the most direct form of expression to government agencies, government agencies at all levels conducive to understanding sentiments, to discover and solve problems, deal with the masses of people to better highlight the urgent problem.With the rapid development of China’s economy and society, the educational level of people has been further improved and fair aspirations of the people, legal awareness, awareness of rights is also rising. As a special petition relief channels more and more people’s attention, and the emergence of the so-called "Petition Fever". However, the current status quo in terms of the petition, there are many contradictions and problems in the actual work process, the current petition system has been unable to better the social construction of reality of China’s rapid development and a harmonious socialist society needs to adapt.
