Countermeasure Research For Defusing "Petition Does Not Believe Law" In New Period

The work of petition can be defusing conflict and dispute,it just like redactor and relief valve,it is also an important sign of measure of government capability in a place.Even now,the Existing problem and content of petition has broken through the original intention of system designer and became to a social disaster.From the Central Committee of the Communist Party of China,the State Council and local government,the whole social beats it's brain out to find the right way,never emphasized and plunged in the petition and explored so many methods at before.From the design and operation of the State Bureau of Letters and Calls to individual petition behavior of multiple reasons chains,it produced a lot of problems and we also have many solutions.However,we cannot change the situation of the high-visited for the petition.Following the glass-roots petition practice in this article,it analyzes the“Petition does not Believe Law” in new period,theory.It proposes some countermeasures for reference,and it has some classical examples to be some evidences.The first chapter focuses on the relevant theoretical knowledge of the petition in the new period.From the theoretical point of view,put the meaning of the petition,classification,analysis of the new era of petition system functions,status,characteristics and so on,for the full text set up a theoretical analysis framework,but also lay the foundation for countermeasures.The second chapter focuses on the analysis of “Petition does not Believe Law”on the present situation and its characteristics,and then leads to the predicament and reason of the current letter of letters and letters.The third chapter mainly analyzes the dilemma and reason of the governance of the letter of letters and letters,and analyzes the reasons for laying the foundation for the governance and innovation management methods.In the fourth chapter,based on the analysis of theory and history,this paper puts forward the idea of "believing in letters and letters" in the new period.In this article,it is researched by using historical materialism and dialectical materialism.This article emphasizes and references other scientific research methods,such as sociology,political science,law,etc.It also emphasizes scientific fact and strives to achieve the combination of macro and micro.
