Marine environmental pollution is complex and floating, and scientific measures should be taken to deal with it, which can not be solved by one state alone. There is a full need for close cooperation among states to protect marine environment. The purpose of this paper is to study the cooperating mechanism for protecting marine environment of the South China Sea, making up the blank of systematic cooperation in the region of the South China Sea.1. The reasons of establishing the cooperating mechanism for protecting marine environment of the South China Sea. Land-based sources, dumping, ships, exploration and exploitation activities have damaged the marine environment, whereas the existing organizations can not protect it very well due to defects and shortcomings of their own.2. The basis of establishing the cooperating mechanism for protecting marine environment of the South China Sea. A great deal of international law and soft law laid a juristical foundation and the former work of neighboring states and UNEP to protect the regional marine environment laid a practical foundation.3. Experience from other regional cooperating mechanisms for protecting marine environment. There are many regional cooperating mechanisms for protecting marine environment and three of them are representative. Under the mechanisms, states dealt with marine environmental pollution effectively. Their convention systems, organization arrangement and marine environmental protection systems can be used for reference in the region of the South China Sea.4. Establishment of the cooperating mechanism for protecting marine environment of the South China Sea. This part discusses basic principles, convention type, legal system arrangement, the content of the frame convention and protocols, organization and marine environment systems.The establishment of the cooperating mechanism for protecting marine environment of the South China Sea makes the work of marine environmental protection systematical, and will improve the effect of managing marine environmental pollution. It is an effective approach to dealing with the pollution in the South China Sea.
