The Establishment Of The Cooperation Mechanism On The Protection Of Marine Environment In The South China Sea

The South China Sea is not only important in geographical location,but also rich in resources.Based on the close correlation between the exploitation,utilization and conservation of the South China Sea,the cooperation on Marine environmental protection in the South China Sea has always been a hot topic among many scholars.However,there are still many problems in the cooperation of Marine environmental protection in the South China Sea.Among them,it is most important to establish platform cooperation,cooperation in fishery resources,cooperation in preventing oil pollution and cooperation in monitoring water quality.With the full implementation of construction of "One Belt One Road" and the gradually development of Free Trade Port in Hainan Province,Code of Conduct in the South China Sea having been made between China and the Association of Southeast Asian Nations,these will provide possibility for cooperation in cooperation in conservation of marine environment in the South China Sea.So from the perspective of regional marine operation,the author discussed the mechanism of cooperation in protection of marine environment in the South China Sea,and studied respectively from the current situation of cooperation in the protection of marine environment in the South China Sea,the existing problems,the advanced experience in cooperation of regional sea and some advice for the protection of marine environment in the South China Sea.The paper is divided into four parts.The first part introduces the current situation of cooperation in marine environmental protection in the South China Sea.Through bilateral and multilateral cooperation with coastal states in the South China Sea,it is pointed out that the protection and governance of coastal states in the South China Sea is fragmented,a single system,and no comprehensive protection and management mechanism has been formed.According with the change of the regional political pattern of the coastal states in the South China Sea.the paper analyzes the influence of their cooperation in the South China Sea.By the introduction of the obstacles to the cooperation in conservation of marine environment in the South China Sea,the root causes of the obstacles are analyzed.The second part is a specific study on the existing problems in the cooperation of protection of marine environment in the south China sea.This part mainly analyzes and studies cooperation platform,fishery resources,oil pollution,and water quality monitoring.By sorting out the current agreements signed by coastal states in the south China sea,the actual existing problems are analyzed.The third part analyzes the advanced experience of marine cooperation in other regional seas.By introducing the modes of cooperation,basic principles and specific mechanisms of regional cooperation in protection of marine environment,the contents of positive significance for the cooperation in the protection of marine environment in the South China Sea are sorted out.The fourth part proposes solutions to the problems existing in the cooperation in protection of marine environment in the south China sea.The author put forward specific recommendations according to the four problems which are come up with in the second part.The author proposes the establishment of cooperation platforms and advanced mechanisms to solve the problems faced in the cooperation in protection of marine environment in the south China sea.The solutions are divided into three phases.In the first stage,the author described the nature of the declaration on the Conduct of Parties in the South China Sea(DOC)and the Code of Conduct for Parties in the South China Sea(COC),and the COC was reached in the first stage.The second stage is to build Hainan Free Trade Port and explain the influence of Hainan Free Trade Port on the coastal countries in the South China Sea.At the same time,an ecological reef project will be built in the south China sea for the civil and public construction,so as to fulfill international obligations and continue to enhance mutual trust.In the third stage,it will be reached about the Agreement on Protection of marine Environment in the South China Sea,and the important contents should be noted in the Agreement.The third stage,which is based on the first and second stages,is the final goal.
