Research On Application Of System Science Method In Public Policy Analysis

Since Lasswell first proposed the concept of "policy science", the quantitative analysis method in the study of public policy has been paid more and more attention. Using richer and more scientific research method is one of the obvious characteristics of the development of public policy, quantitative analysis method has become the mainstream of the public policy analysis research methods. System science is a systematic point of view, from the perspective of the structure and function of the integrity of the system, the system to explore the nature and law of the research object, a method of solution to the problem. As a natural science and social science disciplines cross-integration, system science has more comparative advantage, which emphasizes the point of the system can be widely used in various fields of social science disciplines, including policy analysis. And system science is a more relatively mature and perfect discipline than other methods, in terms of quantitative analysis, easier to learn and use. Scientific analysis of the current system has been widely applied to economics, philosophy, sociology, education, geography, and other fields, which greatly promoted the development of various disciplines. However, in the field of public policy analysis, but less involved, There are also a small number of scholars have used the system of scientific analysis, but also more fragmented, fuzzy, did not rise to a paradigm research, Therefore, to explore how to better introduce and scientific approach to the system using the field of public policy analysis, is of great significance to the development of the public policy subject.The main contents of this paper is divided into four modules:The first module analysis the role of system science in public policy analysis. Defines the basic concepts related mainly introduces the development of science and classification system, and explore the overall role of systems science in policy analysis.The second module is the status quo of China’s public policy analysis and scientific applications.
