Case study method is one fundamental important method in the field of social science research. Traditional case study method seems like a series of guiding principles other than a concrete method because of a lack of clear concrete steps. Although lots of efforts have been done by huge number of researchers to propose standard steps for this case study, there are still non-standard steps involved in the case study especially in the field of scientific and technological policy research. In this work, a series of concrete steps named "six steps and six tools" is proposed which is based on the specialty of scientific and technological policy and applied it on the Tsukuba scientific and technological policy.Tsukuba city is Japan’s largest science city, and more than 30% of Japan’s national research centers and universities are located in this city whose performers are representing the scientific and technological ability of Japan national. Tsukuba plays an important role during the revitalization of science and technology in Japan national. At the beginning of development of Tsukuba science city, great vitality are demonstrated and huge attention is attracted from all over the world. However, sometime after developing process, Tsukuba science city did not offer satisfactory return to Japan government as expected. Since then, a new name for Tsukuba science city, "technological Utopia" was employed to describe this awkward situation. Until 1990s, the government of Japan start to realize this problem and try to solve it via a so-called "New Plan Tsukuba" program, by which this special city have been brought into another new level. In this paper, single case study method is employed to reveal the changes of scientific and technological policy in transition in Tsukuba science city at the timing when the "New Plan Tsukuba" program was implemented. Furthermore, University of Tsukuba, National Institute of Advanced Industrial Science and Technology, National Institute for Materials Science, International Center for Materials Nanoarchitectonics, Japan Science and Technology Agency, Tsukuba support center is selected as detail cases in the case studying method, supported by interviews, analysis of document, analysis of example in this case study.The first part contains the introduction, which mainly describes the background and significance of theoretical innovation。Then describes" six steps and six tools" case study method and the application of this methodThe second part contains the literature review and research status, the main course of the review is the current situation and development of the case study method of scientific and technological policy research. Besides that, the corresponding concepts involved in this work are well-defined.The third part contains the improvements of previous case study method. This part is the key point of present work. Based on the specialty of scientific and technological policy, " six steps and six tools" steps for performing the case study is proposed through the comments on the use of case study method in scientific and technological research field.The fourth part contains the application of this new method, or more precisely, applying this method on Tsukuba Science City according to the proposed "six steps and six tools". In this study, interviews, survey method,document analysis and other studies are combined together to investigate the human resources training system, cooperation among research, education and industry managing system of scientific research institutions and research environment influenced by Japanese culture, totally four different aspects. Then, the key point of why Tsukuba Science City can out of their predicament.The fifth part contains the great experience of Tsukuba Science City which maybe help the development of high-tech park in china.
