The Comprehensive Analysis Of Qualifications Setting For Civil Service Examination Of China

According to the State and examination authority regulations, applying for civil service examination must possess certain qualifications, which are the minimum conditions required by the position to be filled.The design of these qualifications is significant for the Civil Service Examination System. These qualification standards also concerns citizens’fundamental political rights and social fairness and justice. In our country, the constitution and Civil Service Law as well as Civil Service Employment Regulation put civil servant recruitment into legal track.However, rampant discrimination and tailor-made recruitment reveals that the design of civil service applicant qualifications in China is not optimistic. This situation is caused by many reasons such as the defect of related laws, abuses of power, and imperfect supervision system.It is necessary to review the whole qualification design process in a deeper and more comprehensive way, which means we should perfect the process through legal and cultural construction as well as tech improvement. According to the status of civil service application qualifications in China and combining with correlative practices in British, America and Japan,this thesis puts forward some suggestions as follows: the value pursuit of legitimacy, fairness and science in designing qualifications for civil service employment examination can only be achieved after related laws are perfected, necessary mechanisms are completed, power is restricted effectively and people’s awareness of laws and equality are strengthened.
