Since the civil service system was pursued formally, the our country has made greater achievement in training, but because the history is very short after all, compared with developed countries still there is greater disparity in many aspects, so, we must absorb and use the experience of the western developed countries for reference actively, combine our country and look for the countermeasures actually, advance the training system towards legalizing and scientific process progressively. Provisions emphasized training of civil servants needs to be in accordance with the differences in job training, emphasizing on the improvement of work ability, while the training evaluation results into the content and as appointment and promotion based. Therefore, at this stage Constructing a "training of civil servants (Trial)" civil service training system requirements for maintaining quality of civil servants, work ability, work attitude, work style, work and work results of the passion play an important role, also for improving the state administration body of work, increased the party's ability to complete the administration building and the government functions and responsibilities of public services is of great significance.In this backdrop, this paper needs to start from reality, who summed up the post match and the theory of adult training, qualification for the next research and training system, the theoretical basis for the construction.
