Currently, in the context of the lack of specialized study abroad on the public service hotline, this paper explores into the responsiveness of Jinan12345public service hotline. By studying the construction direction and approach of the responsiveness of Jinan12345public service hotline and explore the improving measures on the aspects of responsiveness construction mechanism, system, management and service, further improvement will happen to promote the responsiveness of Jinan12345public service hotline and to respond better the public voice of the citizens, to improve people’s livelihood and innovation management, and promote new progress on social construction Meanwhile, It will also promote the leading role of Jinan12345public service hotline as the only standardization demonstration units of public service hotline nationwide.In this paper, the current communications technology development, the government hotline development and the construction management background of Jinan were analyzed. The efficiency, level, degree of interactivity and quality of government’s response are elaborated in this paper. The essence on the public Hotline "practical application of new public management theory and democratic government management initiatives" is summarized. It sums up the functions of public service hotline to provide public goods for the community, provide a platform to speak for public participation in politics, and boost the construction of "four types of government". It also extracts the intrinsic link among the three aspects of the Government’s response to the public service hotline. On this basis, the course of development, institutional mechanisms, service processes and the main results of Jinan12345public service hotline are sorted in this thesis. The Jinan public service hotline of social insurance is analyzed based on the literature research and secondary analysis of quantitative data method. Conclusions on the efficiency, responsiveness, interactivity, and response quality responses on Jinan public service hotline of social insurance are made in the end. Finally, it comes up the completive advices such as establishing "public goods","spokesman for the mayor", "great response" concept, and the establishment of information disclosure system and active response mechanism, establishing minimum response standards, improving the technical level of the response, strengthening the basic work, and reducing the amount of general access, etc.
