With the rapid development of information,Internet and e-government,the environment of economic development,political and social environment has undergone profound changes,the government to speed up the exploration to adapt to the new normal way of governance,accelerate the transformation of the theory innovation and the practice and reform of government functions,the government's ruling idea,service idea and methods gradually to adapt to the development of the trend of government service,citizens,social services all the growing awareness of the service is changing to the effectiveness of comprehensive,convenient,and service capacity is increasing rapidly.At the same time,the people's consciousness of participating in political affairs is also increasing,and has more demands on the field of urban management and public service.The key point of building a service-oriented government is to provide the society with public products and services that are in line with the needs of the masses and close to the interests of the masses.As a new concept of government,service-oriented government is a modern government based on citizenship.It is a democratic government with sovereignty in the people,a public government serving the public needs and public interests,and a government that is bound by rights.Compared with traditional regulatory government,service-oriented government is more conducive to protecting citizens' rights,promoting social harmony,maintaining social justice and promoting economic development and social prosperity.Under the background of accelerating the construction of service oriented government and e-government network,the emergence of the 12345 citizen servicehotline has made the masses participate in social management more convenient and efficient.This research is carried out in accordance with the rigorous logical idea of "asking questions,analyzing problems and solving problems".Through on-the-spot investigation and data collection,to the public service hotline,combined with the theory of related elements of the government response to public demands,to explore the Shanghai public service hotline in response to public demand ability,and analyzes the existing problems,summed up the reasons of restricting the healthy and stable operation of the Shanghai civil service hotline for other domestic city the public service hotline construction experience,at the same time on the Shanghai public service hotline for the future development of reference,combined with the related theory,more targeted to explore Shanghai public service hotline to improve the ability of the public to help solve the path problem.
