Ethics heads the list all the personal conducts. Xi Jinping pointed out that the power of spirit is endless and the power of morality is endless. Civil servants’ administrative ethics mean moral consciousness, moral norms and moral behavior that administrative authorities and their staff should follow when exercising power. Civil servants’administrative ethics play an important role as the main part of morals system for our society. It represents a nation’s moral culture and it guides a society moral development. We are walking into a fully transformed period since China’s reform and opening up. As leaders, organizers and practitioners of socialist modernization with Chinese characteristics, civil servants bear the burden of leading the masses to achieve scientific development, social harmony and national prosperity. Their moral level is directly relative to the image of the Party and government, socialism success or failure and the society moral development. Therefore, to strengthen the education of civil servants’morality level and improve their quality in this aspect have important implications.The first part is resisting about related concepts of moral education for civil servants in the social transition period. Firstly, the paper spells out the social transition period and explains the background of this study. And then the paper explains concepts of civil servants, administrative ethics and moral education for civil servants and analyses characters of administrative ethics and moral education for civil servants.The second part is resisting about administrative moral anomie and its reasons. The moral anomie is show as malfeasance, power rent-seeking, corruption, public money bribery, illegal administration and decadent lifestyles. And administrative moral anomie is as the result of market economy, system flaw, clash of ideas and confused values.The third part is resisting about the current situation and significance of moral education for civil servants. In general, the moral education for civil servants has made some achievements until now. And it also has its problems. We should realize the significance of moral education for civil servants, and then strengthen the moral education for civil servants.The forth part is resisting about theory resource for moral education for civil servants. The theory resource includes China’s traditional official morality thoughts and foreign thoughts of moral education for civil servants. We should absorb all good theory resource in the world and we will make progress in the aspect of moral education for civil servants.The fifth part is resisting about the path of moral education for civil servants in the social transition period. Firstly, we should know the contents of moral education for civil servants now. Secondly, we analyses the basic principles and requirements for moral education for civil servants from five aspects. And then we should build the management mechanism of moral education for civil servants, incentive mechanism and supervision mechanism.
