Study On The Construction Of The Agencies Against Corruption In China

Along with the establishment of system of anti-corruption in our country, it hasbecome the key of anti-corruption to be scientific and effectiveness in China. It is thenew system with socialist characteristics and multi-participates, leading by the CPCand the government. So the author has defined it as the functional carrier with highauthority and wide power, being set up to combat corruption and ex ercising theindependent power of supervision. It is the organizational system with the function ofsocial education, professional supervision and punishment. The agency againstcorruption of our country has been arranged from the party of the "Executiv eCommittee" in the early days. After that, Agencies against Corruption haveexperienced the change of different names, which have been recording the explorationprocess of establishing and perfecting the inner-party supervision system in the earlyfounding of the country. During the Cultural Revolution, the Agencies againstCorruption in China have been seriously damaged and canceled instead of the classstruggle. After the Third Plenary Session of the Eleventh, economy of our country hasbeen gradually recovered and prospering under the strong push of reform andopening-up strategy. Economic crimes and malpractices have been emergingendlessly in the government, enterprises and institutions. At the same time, theinstitutions have been of great significance. On the basis of the original integritymechanism, the pattern of four departments mainly in Discipline Inspection,Supervision, Judicial and Audit have been formed. It has fully serviced to the policyguidance about the national strategy of reform and opening-up, providing a fair,justice and stable political environment for the development of market economy inaccordance with country’s democratization and legalization. In order to meet theneeds of the system reform in market economy, the reform in governm ent departmentsand the construction of national system against corruption, it can enhance the innereffectiveness through the department integration, changing leadership system andimproving the legal system. In the process of rapid change of economic env ironmentand adaptive institution, these problems about the limit position of leader, lack ofcritical power, defects in authority legality, weakness of responsibilities insupervision and coordination have been gradually exposed. The author thought that i tshould be re-integration of internal resources, granting sufficient authority, perfecting the system against corruption, constructing the network of supervision andcoordination, forming the special organs for discipline inspection and supervision asthe main body, which should be the highly independent, highly centralized authority.
