In the administrative system of our country,the county government is the smallest unit,which is the gathering point of top-down will implementation and bottom-up will expression,and plays a vital role.The working level and efficiency of government functional departments directly affect the operation level and efficiency of the whole organization.It is necessary to carry out performance appraisal.A scientific,effective and good performance appraisal system of functional departments can improve the initiative of grass-roots civil servants,thus laying a solid foundation for the establishment of an efficient and honest service-oriented government.Therefore,it is of great practical significance to optimize and adjust the performance appraisal methods of functional departments,and it is also very important to carry out performance appraisal with county-level government as a unit.This paper takes the performance appraisal method of the functional departments of A county government as the research object,and studies the current situation,existing problems and factors affecting the performance appraisal of county government through field investigation in A county.This paper analyses the problems existing in the performance appraisal of the functional departments of A county government from the aspects of the classification of the objects of performance appraisal,the recognition of performance appraisal,the formulation of the content of performance appraisal,the scoring method of performance appraisal and the results of performance appraisal,and analyses the causes of these problems from the external social and human feelings and internal appraisal methods.According to the above-mentioned situation,problems,reasons and other aspects,this paper formulates countermeasures,points out the methods of adjusting and optimizing the performance appraisal system,combines the characteristics of the government performance appraisal and the existing information,adopts the Balanced Scorecard to construct the index system,which is based on six first-level indicators,namely,economic development,efficiency improvement,ecological development,social construction,improvement of people's livelihood and job evaluation.Principles of comprehensiveness,representativeness and data accessibility are designed and 56 representative secondary indicators are selected to form the performance evaluation index system.Afterwards,using the analytic hierarchy process to determine the weights of the first-level indicators,and using the expert scoring method,more than 30 researchers or government practitioners who know the functions of local government,are familiar with administrative management and government performance evaluation in the functional departments of A county government are selected as experts to send a questionnaire by e-mail,telephone and so on,and invite them to do so anonymously.They scored the second-level indicators of government performance evaluation,determined the weight of the second-level indicators,and constructed the weight value of the performance evaluation indicators of the functional departments of A County government.Based on the working practice of A county,this paper adheres to the principle of focusing on the main business,highlighting the key points and facilitating operation,and explores the establishment of a scientific and reasonable performance appraisal system.However,at this stage,there are still many problems to be further optimized and perfected in the performance appraisal system.Through the micro-entry point of A county,we can see that there are still many factors hindering the full play of the performance appraisal efficiency,such as the deviation in the appraisal cognition,the setting of the appraisal content,the appraisal score and other issues are still prominent.The solutions to these problems need to be further investigated and studied in the future.
