The village regulations have been a code of conduct of villagers’autonomy for a long time. The "Village Committee Organization Law" made in China in1987specified village regulations for the first time in the form of national legal norms and provided a clear legal basis for regulation. Along with the law, the village regulations formulated after the1990s have made great progress compared with the traditional village rules and customs, showing a close trend to the national law. Actually, it plays an important role in solving rural disputes and maintaining the order of life. Especially in ethnic minority areas, village regulations play an important role in the research of traditional culture as well as the publicity of national law in ethnic area as a way of inheriting common law and have strong ethnic characteristics. There is no denying that the problems existing in village regulations is also prominent with its development and the conflict of village regulations with national law needs to be solved in time. To realize the coordinated development of national law and folk law has been a concern for scholars for a long time. Village regulation is a "bridge" of coordinating the relationship between national law and folk law as one of the folk law, thus the research of it in ethnic minority areas is a significant subject.The village regulations of Yao ethnic minority in Guangxi is typical for its rich culture, the prominent characteristics and the obvious problems existing in the process of development. The writer focuses on analyzing the village regulations of the autonomous county of Jinxiu and the Gongcheng with the method of comparative analysis, literature research and investigation. In a word, the author makes a comprehensive analysis for the content of village regulations of Yao ethnic minority. This article puts forward the ways to improve the village regulations according to the basic situation, the characteristics, the function and the problems of village regulations so that in the future the village regulations and the new rural construction will be more perfect, a harmonious and stable rural order will be build.The full text is divided into five parts. In the first part the concept, the forms and the legal basis of the village regulations are mentioned. The writer focuses on discussing the effectiveness of the regulations and the relationship between customary law and national law. The second part is the introduction of the character and the function of village regulations. It mainly introduces the strong ethnic characteristics of village regulations for inheriting common law. The third part introduces the function of village regulations from three aspects such as make up the shortage of the national law; standardize the order of countryside, develop the excellent culture of Yao ethnic minority. To analyze the problems existing in village regulations comprehensively, in the fourth part the writer integrates the content of regulations collected and analyses that it tends to be single in modern time with the method of comparative analysis. The fifth part is the way to develop the village regulations. The writer puts forward some suggestions from three aspects to make the village regulations perfect. In her opinion, the regulations can be improved by promoting the village regulations; state law and common law develop coordinately, setting up diversified legal consciousness. To realize the coordinated development of village regulations and state law has always been a concern and it is an importance to be solved in each stage of the development. The text is to rich the data of village regulations on the basis of predecessors’research and to make the regulations play great role in ethnic areas according to the analysis of village regulations in Guangxi above.
