Study Of Legal System On Coordinated Development Of Regional Economy

China is a country covering vast territory, and also is a developing country having the world’s largest population. Due to many restrictive factors such as historical reasons, natural causes, the unbalanced development of regional economy has become an acute problem in China’s economic and social development. To promote regional economy coordination development is an important strategic disposition in China’s "12th Five-Year Plan"(2011-2015). In fact, the regional economy coordinated development is a time-consuming and heavy task. With the administration the state according to law as the background, regional economy coordination development should also be brought into the orbit of ruling by law. Regional economy coordinated development will produce many kinds of relationship, which should be adjusted by law to reduce spatial difference among the regions. Improving its law system is the only way to promote regional economy coordinated development.The article consists of four chapters. Chapter One introduces several related concepts of regional economy coordinated development, and analyzes the principle of economics and the economic law theory of "the law system of regional economy coordinated development". Chapter One also elaborates the definitions, adjustment object, legal status and values of the law system of regional economy coordinated development.Chapter Two finds out a clear development route of our country’s regional economy by means of longitudinal research: equilibrium development to preferential development to coordination development. Based on the reality of China’s regional economic development, we summarize many problems from legal dimensions, and these problems have already brought a bad influence. Examples are as follows: China’s legislative process lags behind the demand of regional economy coordination development; our legal system is still very weak; our government always overemphasizes the importance of policy; the substantive law is usually superior to the law of procedure and so on.Chapter Three observes and studies the practice of rule-by-law to promote regional economy coordination development all over the world. Some elicitation we get is that we must put stress on legislation, perfecting the financial support system and increasing participation of local governments.Chapter Four illustrates the preliminary thinking of the law system of regional economy coordination development, and points out these key points that we must offer suggestions from the longitudinal and the cross aspects to promote regional economy coordinated development, and also pay attention to the special areas. In order to achieve common prosperity and development, we suggest that making the basic law, promoting policies to develop into laws, keeping the balance between the vertical regulation and the horizontal regulation, promoting trans-regional legislation.The following are the key innovation contributions of the article:Firstly, a new idea of development presented in this article provides a theoretical model for regional economy coordination development, which should be orientated as whole development, coordinated development and sustainable development of the social economy. Secondly, this article focus on both speeding up the pace of legislation and improving the legal system. Finally, specific legal advices proposed in this article highlight their feasibility at this stage.
