The United Nations is not only a crystallization of antifascist alliance cooperation, but also the product created jointly by the wartime Allies. In the process of creating the United Nations, the United States, Britain, the Soviet Union and other major anti-fascist powers have made outstanding contributions. However, a successful establishment of the world organization needs not only great efforts, small and medium-sized countries can also play a unique role. Evatt was an outstanding representative from small and medium-sized countries.Herbert Vere Evatt was an famous politician and jurist from Australia. He held the post of Australia’s foreign minister from1941to1949. He took many measures to develop Australia’s independent diplomacy. And the most important one was participating in the establishment of the United Nations. In the purpose of pursuing further independent diplomacy, widening more channel to maintain national interest, and safeguarding Australia’s interests in south Pacific area, he actively participated in the establishment of United Nations. He devoted indefatigably to these motives.In Evatt’s envisage, big, medium and small-sized countries played different roles in the future international organization. The success of any organization depended upon the leadership of great powers, but it was essential that all members should actively participate in it. As for the basic structure of international organizations, Evatt formulated the detailed and practical plan in his lawyer’s unique vision.On San Francisco constitutional conference, on behalf of small and medium-sized countries, Evatt debated fiercely with the United States, Britain and other powers on the great power veto, general assembly, the trusteeship of colonial and so on. Finally United Nation was successfully establishment. His participation promoted further development of Australia’s independent diplomacy, and established a new international image of Australia after the baptism of war.
