The Study On The Definition Of Our Government Functions

As we all known, to make a scientific definition of our government functions is a premise to realize the transformation of government functions and to deepen the reform of political system. It has a significant theoretical significance and practical significance to speed up the reform of economic system and to build a harmonious socialist society, the scope of government depends on the position of government in the relationship between government and market. So, to make a definition of our government functions, we have to analyses the relationship of government and market in the first time. So, the author took the evolution of the relationship between government and market as a point of view to make the definition.This thesis is composed of five parts, and the author made the analyses on theory, history and reality these three respects, and then made the definition. Part I, Introduction. Introduced the background, significance, current situation, key point, difficult point and methodology of research. Part Ⅱ, on the respect of theory, starts with the evolution of the relationship between government and market in west counties to analyses the evidence of the definition of government functions, and try to find the common function called making up the market failure, which could be used by all the countries whether it is a capitalist country or socialist country. Part Ⅲ, on the respect of history, analyses our government turning from the omnipotent government to the service-oriented government. On the basis of the omnipotent government’s positive effect at that time, the author took the omnipotent government as the starting point of the definition of our government functions, and at the same time, make us known, our task is to build a service-oriented government. Part Ⅳ, on the respect of reality, the author analyses our national conditions from economy, politics, society, culture and zoology these five respects, and points out some exceptive functions which the government must perform at the present stage. Part V, on the end, combing with theory, history and reality, to make the definition of our government, on one hand, we need to make up the market failure; on the other hand, we need to cultivate and build market.
