Research On The Transformation Of Government Functions Under The Conditions Of Socialist Market Economy In China

The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China(CPC)has proposed that the market should play a decisive role in the allocation of resources and the government functions should be better performed,therefore the transformation of government functions is the key to promote the construction of modern market system and is an importance approach to realize social fairness,harmony and stability.In order to implement the market economy in the socialist governmental system,the transformation of government functions has a lot to do with the continuous improvement of the role and status of the market as well as to achieve the better allocation of resources through market,and therefore to advance China's rapid economic and social development.On the basis of elaborating the related concepts of government functions and combing the reasons and significance of the transformation of government functions under the condition of socialist market economy,and in the context of the current times,this paper analyzes the process of the transformation of government functions along with the reform of the economic system,and then points out that under the condition of socialist market economy series of problems with the government functions exist such as not sufficient market supervision;inadequate and low-quality streamlining administration and delegating power;the public services being not in place,distorted governing performance concepts,not well-coordinated functions of the central government and the local government,and so on.And the corresponding approaches have been put forward such as strengthening macro-control,perfecting market supervision,strengthening public services,and establishing the concept of sustainable development and so on.
