Study Of The Relationship Between NGO And The Transform Of Government Functions

In recent years, non-governmental organization (NGO) has had a great development in China, and played a more and more important role in society. This phenomenon is caused by two reasons. On the one hand, because of China’s market economic system reform, which has promoted economic greatly development, and added social needs, NGO has the soil and power to grow upward and forward; On the other hand, China’s political system seeks to adjust the market economic development, the Government’s tried hard to adjust the structure, transfer functions, which gave NGOs a chance to assume the corresponding social responsibilities, and in a way, promote the transfer of government functions.In order to know the current state of development of China’s non-governmental organizations, I went into Taiyuan automotive trade associations for research, which is a typical NGO in Taiyuan. First, I want to know how China’s NGO try to undertake government’s transferred functions. Second, I may find some problems between NGO and government. And I am trying to provide some reasonable suggestions to solve the problems which have produced during this process.The paper is divided into six parts. Chapter1:Introduction, mainly on the issues raised; literature review; research methods as well as the definition of the concept. Chapter Ⅱ:Introduction to the background, the historical development and current status, as well as the history of the development of the function of our government and the transfer of government functions. Chapter Ⅲ:This article focuses on the survey sites-Taiyuan City Chamber of Commerce of the automotive industry, including its location, function, human resources, activities, etc., as well as the Chamber of Commerce to undertake the progress and development of the transfer of government functions predicament. Chapter4:Introduction to the development of China’s non-governmental organizations and the transfer of government functions discusses the difficulties and shortcomings, mainly from the three levels of government level, non-governmental levels and social dimensions. Chapter5: deal with the problems put forward some suggestions:Government to facilitate improvement of the institutional environment, efforts to transfer, assessment mechanism, non-governmental organizations should strive to improve their own governance structure, improve service levels, while enhancing public awareness of the citizens, the establishment of social supervision mechanism, government, non-governmental organizations, social tripartite joint efforts in order to promote the stable transfer of government functions and the healthy development of non-governmental organizations.
