Research On Government Recycling Of Household Expired Drug

Expired drugs,regarded as a special form of the special commodity, have the characteristics of being useless and unknown how to be placed and handled. When mismanaged,the expired drugs will do harm to health and life, impair public anitation, damage eco-environment,and jeopardize social stability.That has been the extensive consensus at home and abroad and various measures have been taken to retrieve the expired drugs. As in China, expired drugs are clearly included in the national hazardous waste list, which was executed in2008. According to the situation, Rui’an, a town in China, since2008has been promoting the household expired drugs recycling. During its process, however,a series of problems appeared in the deficiencies of public consciousness, management mode and legal protection which led the recovery into dilemma.This paper chooses the household expired drugs recycling work as the topic which is difficult worldwide and is relatively new in China where many problems exist and needs attention here. The research methods such as literature research, comparative analysis and case study are used here. It takes Rui’an as an example to study its government regulation, recycling status quo and related data according to its household expired recycling management system, which was established in2008, and to generally analyze the present situation of household expired drugs retrieving, existing problems and their causes formed comprehensively in the whole country.On the basis of existing research results,this paper puts forward countermeasures to solve the problems of household expired drugs recycling from the angle of supervision in the three aspects of reducing expired drugs, improving the recycling system and enhancing public awareness of recovery, with the instruction of the theories of public safety and public service. And also some preliminary countermeasures and suggestions that improve the utilization rate of recycling, management mechanism and public health protection are given according to the reasons for the formation of household expired drugs recycling in order to help the government in the more successful recycling of household expired drugs.
