Study On The Villagers’ Will About The Reform Of The Property Right System Of The Collective Assets In Urban-village By Taking A-District Of Fuzhou As An Example

Urban village is common in the medium cities in China, which has become a special area that cannot be ignored in China’s urban development and rural development.With the human-oriented new urbanization pushing forward, the urban village transformation development has become the focus of attention all over the country. With the growing of collective assets, the contradiction between urban village villagers and the collective property right relations is increasingly prominent, and triggered a series of questions of economic management and social fairness. Villagers benefit cannot be got effective protection. The overall transformation of urban village has received the serious restriction. So promoting the reform of village collective property right system become important and difficult transformation for urban village’s development, become an inevitable choice to protect the interests of the collective economic organizations and the villagers. The villagers is the core of the collective property right system reform.To explore urban village collective property right system reform from the perspective of villagers’ willingness has the exploration value and practical significance for promoting the reform.The first part of this article discussed the history of urban villages’ collective property right system change and the trend in the future, the causes of urban villages and four heavy difficulties of transformation, and that the collective property right system reform is the key point of breaking through transition dilemma. On this basis, it summed up the reform of village collective property right system, combined the current situation to try to grasp the development trend of the reform, putting forward the that urban village collective property right system reform will be according to the direction of the reform of the joint stock cooperative system. Reform is more prominent to respect the aspirations of the villagers, and Safeguard the legitimate rights and interests of the villagers. Reform generally includes two main stages:assets quantification and organization reconstruction. At the same time,they distinguished the qualification will of some specific population.Different villages will differ greatly.The forth stage, the villagers’will in equity management phase will have big difference.The villagers divided into different interest groups,which will form the game competition situation, the focus is on around the management mode selection of equity static management, static management and dynamic management.At the same time, most of the villagers are in favor of share transfer, inheritance.But the specific way of transfer, inheritance, are different.The fifth stage is organization reconstruction.Villages more inclined to set shares cooperatives.They organized to design the corporate governance structure with more reference, and applied a system of board of directors.Managers at the same time are the existing main cadres of village.The third part, through the theoretical reference and research material analysis, the paper discusses the factors that may influence the will of the villagers.lt analyzes the five aspects of ideology from personal characteristics, family characteristics, property cognitive factors, confidence in the collective management personnel, the learning mechanism and village culture.conbined the related research data from the author, this paper argues thaf:in cognitive factors, cognition of collective property right ownership, cognition of the joint stock cooperative system are the core factors that affected villagers’will;in trust factors, villagers’evaluation of the collective asset management, asset management, information is transparent, degree of confidence in the collective economic organizations of the cadres and outlook for the future development may influence the villagers;in learning mechanism,whether the government have publicize the policy for the government, village cadres have introduced policies and related knowledge, understood the remanufacture material may influence the villagers’reform will.In addition, ideology formed under historical and cultural traditions may affect the villagers’ideas in the actual reform.The fourth part,the paper combined urban villages in A-District, with collective property right system to demonstration.lt analyzes the city’s history, difficulties, the will of the villagers.Finally it analyzed the share cooperation reform of a typical urban villages---L village,understood the village share cooperation reform will of villagers,and use of contingency table analysis method to find the related factors influencing the villagers willing. Study found that the main factors including cognitive factors, trust, learning mechanism, and personal related features affect the villagers will have the close correlation.Finally, the paper put forward advice promoting the collective property right system reform in A-District in the future.From the development goals of transformation of village inside city, promoting urban villages for the center with economic reform other comprehensive reform as the instruction.From increased economic cooperation clubs cadre’s reputation, enhance the collective assets of transparency, improve the villagers to participate in the collective property right system reform of future expected as the core.The government should strengthen the propaganda policy, improve the villagers understand the content of the reform, strengthen economic cooperation club cadres and honest work, comprehensive promote the urban village collective property right system reform.
