The relationship between the state and peasants occupies a special placethroughout the social relations, and it is of great significance to handle the relationshipbetween the state and peasants for the rural social stability and national modernizationstrategy. After entering the new century,"Three Rural Issues" gradually get theattention of the state or government. In order to cope with economic and socialproblems in rural society, the state carries out the tax reform, subsidies to theagricultural economy, establishes and improves the social security system in ruralareas. The implementation of these series of economic or social policy beneficial tothe peasants makes a certain degree of development in rural areas.What is moreimportant is that the relationship between the state and peasants is also being changed,which is evolving from the previous " absorbing type" relationship to the "re-feedingtype" relationship.we hold the idea that a new relationship between the state andpeasants is being established.At present, China is in the period of transition that the economic system, socialstructure and morphology are changing rapidly, and the development of therelationship between the state and the peasants is influenced by many factors, such asthe transformation of the politics, economy and society. The author believes thatconstruction of the "re-feeding type",a new relationship between the state andpeasants results from the formation of a building or changing values of governingcountry, the rapid development of market economy and the vicissitude of the socialstructure of institution in transitional period.The new relationship between the state and peasants presents many basiccharacteristics,such as national leading, peasants’ subjectivity, hierarchy,modionand direct docking,which can be obviously seen from the role and behaviorlogic of the state and peasant in the new rural endowment insurance. It has aextremely important value for protecting the peasants’ basic social rights, enhancing the peasants’ social security and welfare, promoting the national economicdevelopment and social stability.The reseach selected a limited rural area of the Feicheng city, ShandongProvince to make a case study, which analyzes peasants’ perception and evaluation tothe new rural social endowment insurance and new relationship between the state andpeasants through surveys and interviews. Overall, most peasants have a highawareness and satisfaction to the new rural social endowment insurance. Mostpeasants can feel the relationship between the state and peasants is undergoing apositive improvement in the implementation of the new rural social endowmentinsurance.They agree with the conclusion that the country is establishing a newrelationship between the state and peasants,and perfectly satisfied with it. In addition,the country can further promotes the development of the new relationship between thestate and peasants by increasing peasants’ income, solving the medical difficultiesand the elderly poverty problems and raising pensions and subsidies amount.
