Study On Cooperative Relationship Between Government And Peasants In Rural Poverty Alleviation Program

The grim situation in China’s rural poverty alleviation work requires cooperation between stakeholders, especially between government and peasants, the most important stakeholders. The practice of e-commerce poverty alleviation in county C,Longnan, Gansu province provided a platform for government and peasants to build cooperative relationship, and also an opportunity to study such relationship for this thesis.Village w in county C, Longnan was chosen in this thesis for its mature practice of e-commerce poverty alleviation. Based on core values of cooperative relationship,data were collected through questionnaire and field interview and then analyzed to show cooperative relationship between government and peasants. First, on the basis of the ideal definition of cooperative relationship, dimensions of mutual trust,transparent action, consensus and independency, along with the government’s and peasants’ point of view, were established. Then current cooperative relationship situation were presented, analyzed and discussed.Results showed possibility and necessity for the building of cooperative relationship between the two parties, and that a well cooperative relationship in general has been built in this case amidst insufficient mutual trust and independency.
