The behaviors of human-being were affected in the daily social andpolitical life by two main principles: the individual’s rational choices and his consistentpattern of behavior, as well as the group which includes localized and country, nation orstate he belonged to. Regardless the individual’s manners, morality, ethnic and theeducational background, those who belonged to a particular group always actedsimilarly as the group acted. If this particular group is gentle and rational, individuals inthat group would most likely to be polite and law-abiding; If the group is cruel andextreme, individuals would most likely to be easily-angered and heartless. Hence, it isvital and essential for the sake of the awaking awareness of Chinese civilians’citizenship consciousness, and the increasing motivation to join in the policy-makingprocess, to survey and study the structure and system of Chinese civilians’ politicalpsychological status. Three basic hypotheses have been made as follows. First of all, toapproach the systemically simplified description of Chinese civilians’ mental state, it isimportant to define the behavior subject as “political man”; Secondly, a country’ssystemically political structure is the most important factor to affect the civilians’psychological state; Thirdly, as in a stable and continual political system, the influentialfactors are law and mortality. Those three hypotheses formed as a system to demonstratewhat we discussed beneath in the article. However, misperception would also beconsidered.
