| In China, there are four ways for Chinese citizens to participate in political activities, they include:National Peoples Congress, Multi-party cooperation and political consultation under the leadership of the Communist Party of China, the system of regional autonomy for ethnic minorities and community-level democracy. They not only push forward the development of democratic politics, but also produce many disadvantages. With the development of science and technology, internet enters into huge numbers of families, though it is a virtual world, it plays a very important role in the real life, more and more citizens take part in public affairs and enrich their political life. They participate in the administration and discussion of state affairs; they are becoming the owner of the nation. After the opening of micro-blog, our country enters a new age named "Seek advice from netizens on micro-blog", relying on the internet and micro-blog, normal netizens and government officials constitute the main body of "Seek advice from netizens on micro-blog"."Seek advice from netizens on micro-blog" has many advantages, at the same time, it has many disadvantages, and we should treat it rationally and objectively and make it play a more and more important role in the governance.Under the social background of "seek advice from netizens on micro-blog", according to the perspective of the government, this article describes the development and value of micro-blog, and how the government comprehends the micro-blog rationally. In addition, the government also can govern the community through the fair use of micro-blog. This paper includes five aspects:The first part mainly introduces the research background and theoretical basis,and then having a comprehensive and detailed understanding of "seek advice from netizens on micro-blog" through summarizing the previous literature, finding the direction of further research. It mainly includes six problems, positioningconfusion、 elite and centralization tendencies、 improper management andsupervision、interaction formality between the officials and the public. So, there arethree reasons which cause these problems: the limitation of political system,management mode and network technology. Institutional level includes lacking ofinformation disclosure、 weakness of operating and assessment mechanism;government level includes weakness in political ability and technical management;technical level includes hackers、digital divide and operators’ issues.The fifth part puts forward some suggestions to deal with the problems whichare mentioned in the forth part. It also includes three aspects: political system,government and network technology. Institutional level should be formednormalization of the system, established the accountability and penaltymechanism, improved public feedback system; government level should start fromhimself, officials must fully grasp the coping skills,in the meantime, cultivate andlead opinion leaders; technical level includes popularity of infrastructure、narrowingthe digital divide, obliging the operators to shoulder their responsibility,then it can avoid the drawbacks of“Seek advice from netizens on micro-blog”from the source.The development of network will be more powerful, the path of “Seek advicefrom netizens on micro-blog” also will be longer and longer.
