Appraisal On Effect Of Guangdong Province’s Environmental Protection Policy

In recent years, the Oceanic economic of Guangdong Province rapid growth, the totalmarine economy has remained in the country. The marine economy has become more andmore important in overall economic and social development, the construction of the marineeconomy province embarked on a new level. At the same time, Guangdong Oceanincreasingly severe environmental problems. To solve the problem of the marineenvironment, and promote the development of marine economy, marine environmentalprotection, Guangdong Province, growing awareness of marine environmental policyformulation, enforcement is also growing.Policies implemented over the past decade, Guangdong Province invested a lot ofmanpower, material and financial resources, then what is the effect of the policy, whetherthe policy to achieve the desired goal, which already has become the focus of publicattention. In this thesis, the Guangdong Provincial Oceanic environmental policyperformance as a starting point, the author analyzes the theoretical basis of the relevantpolicy assessment and the environmental assessment theory, constructs the marineenvironmental policy performance evaluation system of Guangdong Province, usesqualitative and quantitative methods, Guangdong Province marine environmental policyconducted a comprehensive empirical study and proposed to some suggestions that canimprove the performance of Guangdong Provincial oceanic environmental policy.The first chapter is an introduction discusses the background of marine environmentalpolicy performance evaluation studies, research significance. Using the latest researchachievements on policy evaluation and ocean policy, it is proposed research content,research methods and technical route of this article.The second chapter is theoretical research to study the theory of marine environmentalpolicy performance evaluation. Describes the theoretical performance evaluation policy,environmental policy analysis, theory, and on the basis of the marine environment policyevaluation connotation, characteristics and functions carried out a detailed analysis，variousmethods on performance evaluation were introduced.The third chapter analyzes the model, the effect from the environment, economiceffects, social effects on the marine environmental policy performance evaluation indicators were constructed and use AHP-fuzzy comprehensive evaluation on the basis ofthe marine environmental policy performance evaluation model were analyzed.The fourth chapter is empirical analysis. Based on the data of marine environmentalpolicy in Guangdong Province, expert judgment, etc, and use AHP-fuzzy comprehensiveevaluation of environmental policies on the Guangdong Provincial Oceanic conducted asingle factor evaluation and a comprehensive evaluation, and obtain the final evaluation ofthe results.The fifth chapter is policy recommendations. Based on the basis of the evaluationresults, presented marine environmental policy issues in Guangdong Province andproposed appropriative policy recommendations to developing environmental policies,which can perform the policy on the science and efficiency road.The last chapter is the conclusion.
