Marine policy assessment is an important and indispensable link in the processof various types of ocean policy. Scientific marine policy evaluation is an importantbasis for ocean policy performance inspection and ocean policy adjustment. Onlythrough assessment, can we measure whether the policy achieve the desiredobjectives, and determine whether we should continue to implement, modify, or endrelevant policies. At present, China’s marine policy assessment is not perfect; the lackof appropriate institutional guarantee can not meet the requirements of the currentocean policy adjustment and innovation. At the same time, the academic assessmentof China’s marine policy is lagging behind, unable to provide scientific and effectiveassessment methodologies and tools for national and local marine policy. Based onthis, This paper conduct a research on marine policy assessment, using public policyevaluation theory and modern evaluation methods, providing a systematic descriptionin the marine policy assessment from a theory point of view; and gives an in-depthanalysis to assess the current situation and existing problems of China’s ocean policy.On this basis, explore ways to solve the problem of marine policy assessment, inorder to improve the assessment of China’s maritime policy.The first chapter is introduction, which discusses the background of marinepolicy studies, theoretical and practical significance. From the public policyassessment to the marine policy assessment, the latest research at home and abroad isintroduced, and the research framework, research methods and possible innovationand inadequacy is raised.The second chapter describes the concepts, types and function of marine policyevaluation. Combining public policy theory and marine policy features functions, themeaning of marine policy assessment is defined, and the types of the marine policyassessment are summarized; and the China marine policy evaluation function issummed up in accordance with national marine policy functions given by nationalmaritime strategy and policy operation characteristics.The third chapter analyzes the current situation and existing problems of China’smarine policy assessment. First of all, provide the general overview of the assessmentof the status of China’s marine policy. Secondly, focus on the analysis of the current problems faced by China’s marine policy assessment, respectively, on the evaluationsubject, evaluation object, evaluation criteria and methods, and evaluationmechanism.Chapter IV proposes ways to improve the assessment of China’s marine policy.First of all, the construction of marine policy assessment of the main system is thebasic premise, to be analyzed separately from the angle of main body of the internalassessment and external assessment. Secondly, in the selection of the marine policyassessment object, attention should be paid to the use of assessment analysis andclassification assessment. Again, a preliminary analysis of marine policy evaluationcriteria and methods selection is provided. Finally, countermeasures on China’smarine policy assessment improvement are provided from the prospect of systemconstruction, personnel and evaluation mechanism.Chapter V is a case study on problems and countermeasures of Guangdongprovince’s Exploiting and protecting marine rely on science and technology policyevaluation. This chapter points out: firstly, structural imbalance exists in an officialbased assessment main body; secondly, the lack of some of the data limited theamount of the quantitative analysis carried out. Accordingly, provide suggestions onimproving Guangdong province’s Exploiting and protecting marine rely on scienceand technology policy evaluation.Chapter VI is the conclusion. This chapter sort out the writing ideas of thisarticle pointed out that the main results and conclusions achieved by the thesis, andproblems to be further addressed.
