The Study On Policy Participation Of The Environmental NGOs In China’s Marine Environmental Governance

In recent years, the Chinese government have attached great importance to thegovernance and protection of the marine environment, and the condition of the marineenvironment have improved. But overall, the pollution situation of marineenvironment is still grim and rendering a composite pollution trend, which presented agreater challenge to the governance of the government departments. Governmentdepartments began to seek cooperation with citizens and other social organizations,and gradually open up the decision-making system. Social organizations areencouraged to participate in the policy. At the same time, China’s environmentalNGOs rose rapidly and took positive action, especially in recent years, there haveappeared more than one professional environmental NGOs in the field of marine, suchas the Blue Ribbon Marine Conservation Society, Shenzhen Blue MarineEnvironmental Protection Association, and so on, they have played an irreplaceablerole in the management of the marine environment. Today, they are not only in-depthresearch, to provide information and data for government decision-making, but alsomobilize all resources to put pressure on the government, in order to prompt thegovernment departments to develop a scientific and rational marine environmentalpolicy. It can be said that the policy participation of the environmental NGOs is theinevitable requirement of marine environmental governance to be scientific anddemocratic.The main line of the article is environmental NGOs’ participation in the governanceof the marine environment policy in China, it will mainly analyze the major ways andthe results achieved of their policy participation. At the same time, it will analyze thecurrent situation, the difficulties and the influencing factors of the environmentalNGOs policy participation and summarize the characteristics and relevant experienceof the marine environmental governance in developed countries, so as to think andanalyze the effective policy participation path of the environmental NGOs in China.
