Problems And Countermeasures On County Government Function Transformation Under Pressure System

County government is the local government which is set between the city andtownship government. It plays a great role in maintaining our country’s stability andensuring local steady economic and social development in all areas by implement policiesand measures from higher level government. During the period of socialismtransformation, the market economy calls for higher requirements for county governmentfunctions as many county governments can not adapt to the needs of modernization whileperforming their functions and duties, and dragged the speed of local economic and socialdevelopment. So the study of the county government function transformation appearsessentially important. Especially under the pressure system and from the view of theintegration of urban and rural areas, how to change and perfect the county governmentfunctions so that to make the government to provide better services is related closely to theinterests of people, social and our country. This paper is just a preliminary study of thecounty government function transformation under the pressure system, it explores on thetransition path which may contributes to our daily work in government both in theoreticaland practical way.On the basis of the new public management theory and the public service theory, thispaper will comb the existing theoretical results, analyze related concepts, influence factorand significance of the county government function transformation under the pressuresystem, so as to put forward the countermeasures and suggestions for promoting thetransformation of county government functions through investigation and research ofcurrent situation, existing problems and possible reasons of X county government.
