Study On The Transformation Of Township Government Functions In Shishi City

Being the most basic administrative subject in the chain of Chinese administrative institutions,the township government plays an important role in the rural political and economic life.In can be seen that the management concepts,models,and functions of the township government have come to a point that major changes are in great need.How can a township government adapt to constantly changing administrative ecological environment,and correctly perform its functions is an urgent problem to be solved in order to promote new rural constructions.This thesis focuses on applying the concepts of functional positioning and administrative system to analyze the problems of the Shishi township government.On one hand,the functional positioning carried out by the law,which only provides general guidelines for the township government.However,the exact responsibility and authority,as well as the division of responsibilities are not made clear.On the other hand,speaking from the perspective of administrative system,being the most basic unit of the top-to-down administrative chain,the township government more than often can only accept "assigned" affairs.The township government authority are facing serious mismatch of rights and responsibility,and can only struggle to cope with all kinds of "central task" and "transfer of powers" issues.Finally,based on the analysis of government administration system in Shishi Township and the daily administrative affairs,the author tries to propose three countermeasures and suggestions of the reform: the first one is a clear positioning of the functions of township government as to build a "service-oriented government" instead of a "all-round government";the second one is optimizing the functional departments of the municipal and township-level authority division from the administrative system,making all levels of government functions clear;the last one is enhancing the ability to fulfill the functions of township governments in Shishi,as well as enhancing the service capability of the township government in all aspects.
