In this paper, the establishment and evolution of the household registration system have an absolute impact on the freedom of movement. I will combing Chinese citizens’ freedom of movement’s tortuous process of growth, analyze the basic situations of freedom of movement at all stages of China, as well as causing the situation in a variety of reasons. And I will extract what’s the key issue of realization of the right to freedom of movement, and finally propose countermeasures and programs to realize the right. Theme of this paper is a citizen’s freedom of movement is a fundamental human right recognized and protected by the Constitution, rather than government’s power to meddle or limit rights’power. The government should make full use of the powers conferred by law to protect the right of citizens of freedom. Government should effectively use the right by the people, of the people, for the people, love the people. The government should satisfy their interests, and promote a better starting point for the development of individual citizens by creating a fair and just social order under the law and rules together to achieve the great Chinese dream.
