Policy Implementationg Deviation Of"Border Trade" Based On The Perspective Of The Subject

Over the past20years, the border trade in the border areas in full swing. This is the results of that our country in order to promote fairness and justice, to maintain the permanent stability of the border areas and then actively promote the border trade policies. However, the executive main body in the implementation of the policy process has appeared to perform bias and other issues. If the policy is not effective to study and propose relatively effective countermeasures, it will seriously affect the effect of policy implementation. Therefore, from the perspective of application execution subject, application tools to analyze the execution behavior in the process of policy implementation, construction of fairness and justice, has a certain practical significance. The purpose of this article is to find the reasons for the deviation of the policy of the border trade and put forward effective countermeasures.This paper consists of five parts:In the first chapter, mainly explains the problems this paper, domestic and foreign current research review and research ideas of this article, research methods and innovation and shortcomings. In the second chapter, it will define some of the conceptual issues related to implementation and border trade policy, and from the perspective of executive main body, has carried on the simple analysis. In the third chapter, the specific situation of the Guangxi Zhuang Autonomous Region border trade policy implementation, and lists the problems of border trade policies, and points out the serious influence caused by deviation execution. The fourth chapter, from the perspective of executive main body of border trade policy implementation problems has made the depth analysis, put two aspects forward the policy execution and interests of the game. The fifth chapter, in view of the policy implementation and reasons which caused by the interest game, to improve policy implementation, the main factors, environmental factors, policy factors, institutional factors and other measures, in order to effectively promote the effective implementation of border trade policy.
