Causes And Correction Of Deviation In Implementation Of Targeted Poverty Alleviation Special Loan Policy In Qing Shui Of Gansu Province

Gansu province is a relatively slow region in the process of building a well-off society in China,it is the focus of poverty alleviation and development.In order to carry out the targeted poverty in a deep-going way,alleviation work and effectively solve the difficulties of insufficient funds,the finance department of gansu province cooperated with relevant banking and financial institutions to launch targeted poverty alleviation special loan in July 2015.It is committed to help the poor get rid of poverty and get rich by providing small loans to the poor households that have "the ability to work,the willingness to borrow money for development and production,the skills and quality and the ability to repay".After more than three years of implementation,the policy has achieved certain results,helping some poor households out of poverty and get rich.But in the process of the policy of the concrete implementation also appeared many problems,such as lending object is not precise,it is common for non-productive expenditure,village two levels of fatigue,regulate loan farmers are not capable of repayment,etc.,the collection difficulties caused by the large amount of waste of funds,make accurate special loan policy for poverty alleviation and no play make policy the desired effect.To solve the above problems,this paper started to conduct investigation and research on five poverty-stricken villages in qingshui county by questionnaire survey and interview.With the help of Smith model,this paper conducted research on survey objects from various aspects,including policy contents,policy implementation subjects and objects,and implementation methods.In accordance with the requirements of the model,to Strengthen supervision and assessment and increase publicity efforts,loan risk sharing mechanism,depends on the development of relevant industries led a poor rich,and technical guidance,to cultivate the students' knowledge of relevant government support,improve the professional quality of the masses,make accurate special loan for poverty alleviation policy play better.
