Promoting the Rural Reform in Western ethnic areas, and developing the ethnicminorities’ rural economy is a fundamental way to achieve ‘common prosperity of allethnic groups’, and also is an inevitable requirement of building a moderately prosperoussociety. Based on the survey carried out in the Linxia Hui Autonomous on the "land transfer"policy, this thesis analyzes the current situation and problems of a rural land assetsecuritization program in the ethnic areas for the sake of offering some useful suggestions andsolutions.‘The land asset securitization’refers to that, under the circumstance of maintaining thecollective ownership of rural land and without any loss of land rights, we should guarantee theland revenue and land loans, manipulating the functions of securities markets, to meet theinterests and needs of the supply and demand sides, thereby overcoming the limitations ofland immovableness and un-segmentation to realize the land own value and overflow value.At the outset of the21st century, one of the major problems constraining the development ofChina’s rural areas is a shortage of agricultural funds and financing narrow channels.Additionally, with the gradual collapse of the rural collective economy, basic farmland waterconservancy construction, owing to its disrepair, has lost its basic functions. Meanwhile, thecurrent production relations have been difficult to adapt to the development of productiveforces, a major system bottleneck in the rapid development of rural productivity. Therefore,against the background of learning advanced experiences from Western Asset Securitizationof land in developed countries, a financial innovation that fully integrating China’s actualrural situations is to offer land asset securitization with Chinese characteristics can fullyactivate land assets’ own value, and absorb social idle funds to invest in agriculture and ruralareas, thereby achieving capital appreciation, land inventory stock, transfer of landmanagement rights, and rural land comprehensive, and intensive operations.Securitization of rural land is a burgeoning field of study, and also is a real problem inthe process of the rural land transfer. This thesis will use some scientific methods in terms ofcomparative analysis, case analysis, research chat and questionnaires, to analyzecomprehensively some barriers and path model of rural land asset securitization system insome minority areas. By assorting and analyzing related documentations, the author has found and put forward some suggestions as to some unresolved issues about current situations andinstitutional systems. And this thesis is to analyze comparatively the latest research results, tocombine with the status of rural land in Linxia minority areas, to collect detailed analysis data,and, finally, to offer some practical suggestions.Securitization of rural land is a basic method to break the plight of today’s ruraleconomic development, thus, this thesis, based on the empirical analysis, proposes acountermeasure recommendations in five areas. Firstly, minority areas can, in accordancewith the fundamental principles of national policy, be adapted to the local conditions todiversify the forms of asset securitization in ethnic minority areas. Secondly, based on thenon-rural land prices seriously affecting farmers’ market interests, we appeal to the rural landassets should be gradually establish a sound and standardized trading system. Thirdly, underthe circumstance of existing social security system in rural areas, to further improve and solvethe worries of farmers is a best access to let them boldly carry out asset securitization.Fourthly, urban and rural household registration system leads to an unequal configuration onsocial resources, and promotes the formation of urban-rural dual structure. Getting rid of thebarriers of urban and rural household registration system is to pave the way for the land assetsecuritization. Finally, minority areas should be encouraged to rely on local conditions, and toset appropriate rules on land asset securitization on local rural development, therebyachieving a leapfrog development of national economic and social areas. |
