This thesis is limited to the western minority area of our country where is the extremely fragile ecological environment. On the basis of theory of reducing cultivated land to plant forest and grass and analysis to current situation and developing state of natural ecological environment the in western minority area of our country, combine the social economic situation of the western minority area, combine implementation of the China's strategy to develop its western regions and practice of reducing cultivated land to plant forest and grass, I will come to prove the necessity and possibility of implementing the ecological construction project of reducing cultivated land to plant forest and grass in the western minority area of our country.
