Xinjiang Production And Construction Corps Workforce Stability Research

Xinjiang Production and Construction Corps (XPCC), the last production andconstruction corps of China, is located in Xinjiang uygur autonomous region in China,which is a special organization bears the responsibility of reclamation and guardingthe frontier,bonds the military, political and enterprise. Since its establishment, it hasgiven the important responsibility by the state to safeguard and construct in Xinjiang, andopposed national separatism, prevent illegal religious and the terrorist activity. In the newhistorical period, Xinjiang as one6th of the motherland plays an important role toguarantee its security and stability for the country, and even the whole nation’s peace anddevelopment.Combining with the reality, it is not hard to see, in order to realize thelogical administration and harmonious people. We must pay more attention to preservingthe security and stability of Xinjiang.The paper uses relevant Marxist productivity theory,the western human capital theory, the reclamation and guarding theory to settle thestability of corps staff. The stability of staff in XPCC is often critical to the developmentof the XPCC and the important historical mission of reclamation and guarding, which isalso the important aspect of creating harmonious corps.Through field visiting survey in223regiment, this paper found some gratifyingachievements in recent years, especially in the protection of won the corps staff, hasachieve appreciation of people’s livelihood. But there are some problems in thecorps staff stability, incomes of worker are low, for example, the worker obvious havetrouble back at home with Low level of education and medical services, Employees arenot satisfied with environment of life and production etc.. Based on the223regiment asan example, this paper from the four parts to analyzed and discussed the stability XPCC’sstaffs.The first part: the stability of the XPCC staff team concept definition and theoretical analysis. Mainly using the theory of Marx’s productivity, the western theory of humancapital theory, the settlement of this topic research provides a theoretical basis.The second part: in this paper, the general situation of the XPCC and stability of theimportance of the XPCC staff troop, mainly introduces the production and constructioncorps, the corps staff team construction and stable relationship and corps staff stablestrategic significance.The third part: through field visiting survey and questionnaire, to the situation ofproduction and living of223regiment were analyzed. Find corps some gratifyingachievements in recent years, but there are some problems in the corps staff stability. Andanalysis in view of these questions factors affecting the stability of the XPCC staff troop.There are several factors that affecting the stability of the workforce. In these factors,economic factor is the key factor that influences the stability of the entire workforce.The fourth part: the analysis to strengthen the XPCC workforce stability. Mainlythrough the following ways: First, to develop the economy of the corps is materialguarantee the stability of the workforce. Second improve herd of ecological environment,optimize the living conditions of workers. Third, vigorously develop undertakings ofeducation, health care and meet the people’s livelihood needs of the worker. Fourth, carryforward the corps of spirit, carries forward the arduous struggle.The XPCC is one of the important strength guarantee stability and development inXinjiang, the era have entrusted to the historical mission is far from over. Whether in theXPCC construction a sufficient staff, quality good, relatively stable workforce will berelated to the stability and development of China’s western frontier. So the research ofXPCC staff stability problem has certain practical significance and strategic significance.
