The Chinese People's Armed Police Force is an important part of the national armed forces under the absolute leadership of the Communist Party of China.It shoulders the mission of maintaining national security and social stability and ensuring the people's living and working in peace and contentment.It plays an irreplaceable role in the command of operations.With the development of new military reforms in the world,the evolution of war forms to informationization is accelerated,and the development of the armed police forces by capacity-building is a new topic for the overall transformation of the armed police forces,and the quality of personnel is a key link in capacity-building.In a sense,the quality of personnel,even the concept,system and equipment,has completed the transformation.The foundation.Based on this background,this paper studies the status quo of the evaluation of the ability and quality of the staff of the XX Armed Police Force,analyzes the existing problems,and puts forward specific countermeasures and suggestions.The paper introduces the relevant theories of competency assessment and competency model,such as the definition and content of competence,the definition of competency assessment,the definition of competency model,the construction method and the construction process.Taking the staff of the Armed Police XX Corps as the research object,through the methods of interviews and questionnaires,the current situation of the staff's ability and quality assessment is analyzed,and the problems such as the backwardness of the evaluation methods,the generalization of the evaluation criteria and the distortion of the evaluation results are found.In the above,it is proposed to build a competency-based model to improve the scientific level of assessment,improve measurement methods,improve evaluation specialization,evaluation and separation of appointments,establish a special evaluation agency,establish diversified assessment content,improve assessment transparency,and establish evaluation The results of the publicity system,the establishment of the evaluation object complaint mechanism and other countermeasures.It is hoped that these measures and methods will play a certain reference role in the evaluation of the staff and abilities of the staff of the Armed Police XX Corps.
