Zhongmou County "Sunshine Village Affairs Network" Management System Research

Village affairs publicity is a core part of achieving villagers’ autonomy; is a crucial way to expand rural grassroots democracy and improve grass roots’ governance. In the recent years，Zhongｍou County， Henan Province insists to village affairs publicity to promote village-level job as independent risk control， strengthen basic rural grassroots honest government，and explore new mode of village affaires publicity actively， in early2012build the first unified network platform of county level village affairs publicity-Zhongｍou county “Sunshine Village Affairs Network”(http://www.amygcww.gov.cn) in Henan province and even the whole country， at the grassroots level to promote honest government， social management innovation，strengthen grassroots political power has achieved initial results.In this research paper，by combining empirical research analysis and theoretical study， through to our country village affair publicity theory and studying the development process，village affairs investigation and operation mechanism as the research object，selecting the village affairs Zhongｍou county democratic management demonstration unit，discussing and analyzing Zhongｍou county village publicity new platform and new method-“Sunshine Village Affairs Network” management system of the organizational structure，operation mechanism and performance，Analysis of its organization, the problem with the lack of management system, assessment mechanisms, villagers to participate, and other aspects of comprehensive efficacy and targeted measures and put forward suggestions to improve.After this paper on the "sunshine village affairs network" management system running the problems analysis that reflects the grass‐roots community and village affairs issues in multi‐level governance issues. Crack plight of village affairs, and can not rely on a system platform fundamentally solve the problem, the top‐down institutional arrangements to help out of the woods, but also must take into account all the actual factors involved in efforts to strengthen the system of villagers of security and endogenous motivation.
