A Research About Construction Of Service-oriented Administrative Law Enforcement In Henan Province

Administrative law enforcement is not only an important part in publicadministration, but also a safeguard for carrying out specific administrative acts. Incontemporary China, in the administrative law enforcement area, there is a lowdegree of recognition, low efficiency and prone to social conflict, especially the onewhich has close relationship with people and high social concern, such asadministrative approval and administrative penalties. Henan Province, according toits own reality, put forward the implementation of service administrative lawenforcement firstly in2012.Although how to improve the construction ofadministrative law enforcement, has always been an important topic which academiccircles pay close attention to, but the research on the construction of service-orientedadministrative law enforcement of Henan province is still lacking,so this paperresearch on the topic has certain oretical significance and practical value.This paper uses the theory of service-oriented government and the theory ofadministrative law to analyse the background,measures,effect and problems duringthe implementation of the construction of service-oriented administrative lawenforcement in Henan province,and throws out the corresponding countermeasuresand suggestions, using survey research, empirical analysis, literature researchmethod. Through the research, the author thinks, service-oriented administrative lawenforcement which can effectively promote building legal government, is a new wayto reform the system of administrative law enforcement. So the government need toadhere to the implementation, deepen initiatives, in order to ensure theeffectiveness.This paper is divided into four parts: the first part introduces background; thesecond part summarize the main measures and effects; the third part deeply analysesthe problems and reasons in operation process of administrative law enforcemen inHenan province; the last part puts forward specific opinions and suggestions onstrengthening the construction of service-orinted administrative law enforcement inHenan province. On the basis of the existing research results, this paper tries to research the status of service-orinted administrative law enforcement in Henan, andto provide reference for future development.
