Study On The Administrative Enforcement Of Law Under Service Government

The construction of service-oriented government are basic objectives of the reform of Chinese Government in the new period, as the administrative window of government, the city administration departments'key issues is how to use its good service to represent the service function of the government. As the city of L for example, this article analyse the current problems of China's administrative law enforcement in urban management in the sight of service-type government, and put forward the salvation. The main content of this article is:First, combed the urban management research on the service under the government at home and abroad; analysed the concept, features, value orientation and behavior issues of service-oriented government; studied the concept of urban management enforcement and its role in the construction of service-type government.Second, analysed the current urban administrative enforcement problems of the city of L. Based on L, we explored the current situation of administrative law enforcement by the influence of the environment and law enforcement mechanisms, the subject and object analysis. Then, we searched for the reasons in the sides of ideas, functions, procedures, measures, and coordination.Third,conducted the study on typical cases of urban management enforcement in China. We selected the Beijing urban management enforcement "people first", Qingdao urban management enforcement "wisdom city management" and Guangzhou urban management enforcement of " Guang Wei city management" model for analysis and research. Through these models, summed up the experience and characteristics of the typical pattern.Fourth, Be properly addressed, this study put forward a solution for the protection of the City Administration and law enforcement service under the Government of the L city.:The flexible management concept of the internal culture, refining the quality of build five types of team, the implementation of business reconstruction, standardize business processes, etc.; external to establish a crisis management mechanism, the implementation of multi-stakeholder collaborative management and other internal and external means to the implementation of flexible enforcement. Establish and improve urban management and law enforcement of appropriate laws and regulations, strengthen and sound urban management and enforcement of the responsibility system, to build the whole city management of the administrative law enforcement supervision mechanism, the establishment of urban administrative law-enforcement communication contact mechanism, a digital platform for the L's urban management flexible enforcement to provide technical support protection and other related systems.
