A Study On Ethical Problems Of Traffic Police Law Enforcement Based On Service-oriented Government

With the comprehensively deepening of the socialist economic system and political system reform,as well as the fundamental change of the function of governmental agencies,the construction of a people satisfied service-oriented government embodies the important principal of people centered,which is the need of development,the hope of grassroots,and the desire of the people.Traffic management is closely related to people's life,with the improvement of material life,motor vehicles have entered innumerable families,thus,people's demand for traffic safety and liquidity is ever increasing,which is the people's yearning for a better life,as well as the fundamental purpose of our party and government agencies.Traffic police law enforcement as the most important link in traffic management,the ethical misconduct of law enforcement will inevitably affect the image of police traffic police and hurt people's feelings.Therefore,,based on the ethics theory,this article attempts to analyze the ethical issues of traffic police law enforcement in the perspective of service oriented government,and provides a theoretical reference for the solving of ethical misconduct of traffic police law enforcement.First of all,this paper analyzes two concepts which are service oriented government and traffic police law enforcement.As people centered the core value,service oriented government means people and commonweal,order and justice,efficiency and responsibility.The law enforcement of traffic police is not only a legal activity,but also has ethical nature.When deal with the enforcement subject,traffic police law enforcer should have such ethical concepts as the concept of human rights,order and service,as well as follow the main moral principals of civilization,respect and fairness.These ethical concepts and moral principals all together construct the theoretical framework of traffic police law enforcement ethics.Then,this paper digs deep into the relevance of traffic police law enforcement and service-oriented government.It is in the process of building a service-oriented government in our country that the ethical issues of traffic police law enforcement emerged which is exactly the problem that our country has encountered in the transition of government transition.As a matter of fact,the solution of ethical issues of traffic police law enforcement and the construction of service-oriented government can promote each other.Secondly,based on relevant ethical theory,this paper points out the current ethical issues of traffic police law enforcement which are the utilitarianism of law enforcement and weak ethicality in law enforcement system,as well as the lack of civilization and fairness in the process of law enforcement.Then,this paper analyzes the reasons of such problems,namely,the distortion of value orientation,weak public awareness,and the lack of individual moral responsibility.In the end,on the basis of analyzing the causes of the problem of traffic police law enforcement ethics,this paper explores the basic countermeasures to solve this problem,which are improving the consciousness of traffic police law enforcement ethical and moral responsibility,strengthening the ethicality of traffic police law enforcement system,as well as optimizing the external law enforcement environment.
